HR People Operations Specialist (Maternity Leave Replacement from July 2026)

Position Summary:  The HR People Operations Specialist is responsible for local recruitment, institutional onboarding and offboarding processes as well as migration processes related to expatriate faculty and staff.  The Specialist helps attract and retain mission-fit and position-fit faculty and staff through employee engagement initiatives, professional development strategies, and employee recognition programs. The Specialist demonstrates and supports LCC’s core values as a member of the HR team responsible for creating a culture and community where employees flourish..

Duties and Responsibilities 

1. Recruitment for Local Faculty and Staff positions
  1. Collaborate with hiring managers to define key role requirements.
  2. Place job ads, administer CVs, schedule and perform screening interviews.
  3. Collaborate with hiring manager to design panel interviews.
  4. Debrief panel interviews and make hiring recommendations.
2. Onboarding and Offboarding
  1. Develop and coordinate orientation programs and other onboarding initiatives for both expatriate and local faculty and staff.
  2. Manage employee ID card and IT credentials. 
  3. Maintain employee mailboxes and staff office nameplates.
  4. Support healthy offboarding: celebrating departing staff and ensuring clear handovers.
  5. Coordinate exit interviews, analyze trends and recommend improvements.
3. Employee Engagement
  1. Champion employee wellbeing and engagement within a diverse community that includes cross-cultural, generational, gender, ethnic, geographical, and economic differences.
  2. Solicit employee engagement feedback, analyze results and champion recommendations.
  3. Oversee employee recognition programs.
  4. Organize HR-sponsored events (i.e., August Staff/Faculty Retreat, Employee Thanksgiving, Christmas Party, April Employee Appreciation, and May Matters).
  5. Send HR event and institutional holiday calendar invites.
4. Organizational Development / Culture
  1. Demonstrate LCC’s values in all internal and external communication and relationships.
  2. Partner with leadership to infuse core values into LCC’s corporate culture.
  3. Oversee institutional professional development programs.
  4. Review and update the Employee handbook as necessary.
  5. Maintain employee group mailing lists, organizational charts, employee directory, and online job description files.
  6. Participate as needed in continuing education regarding changes to the Labor Code.
5. Expatriate Support
  1. Act as first point of contact for expatriate employees during their cultural adjustment, ensuring a smooth transition and adaptation to LCC and Lithuania.
  2. Coordinate expatriate employee arrivals and departures.
  3. Provide training and support to expatriate employees navigating the local governmental institutions (hospitals, schools, post office, etc.).
  4. Support expatriate employees with on-campus and off-campus housing as necessary.
  5. Manage on-campus faculty housing (10 apartments).
6. Migration Processes for Expatriate Employees
  1. Manage TRP and Visa D process for new expatriate faculty and staff.
  2. Manage reapplication process for current faculty and staff.
  3. Administer all documentation and TRP/Visa requirements (insurance, work permits).
  4. Manage declaration of residency for expatriate faculty and staff.
  5. Work with American Embassy to process Fulbright program grant recipients.
  6. Participate as needed in continuing education and dialogues on Migration Law.
7. Administer Foreigner’s Registry
  1. Maintain and submit data to the Foreigner’s registry.
  2. Maintain accurate record of submissions.

SUPERVISES:      HR Student Assistant
WORKS CLOSELY WITH:     HR Compliance Specialist, Supervisors at LCC, Business Office, President’s Office, IT, Work Council, HR Volunteers
LINKS WITH:     Migration Department, International House Klaipėda

Job Requirements:

QUALIFICATIONS:

Education:          Relevant bachelor’s degree required

Experience:       
At least 3 years of HR related experience
Familiarity with higher education (preferred)
Familiarity with LCC International University (preferred)

  • Hold a driver’s license;
  • Proficiency in Office 365 environment;
  • Proficiency in Excel and Word; and
  • Comfortable with occasional on-call availability, including weekends (for arriving/departing expatriate faculty and staff).
